Problem fixed: Throttle would slip and not actuate gears properly
Plastic fitting on the end of the tiller tube was slipping and not actuating the cables properly. 1. Flip tiller to upside down position 2. Remove e-start assy by unclipping from tiller tube, it is just plactic snap clips which slide over tube 3. Remove 8mm bolt and retaining and locating clip holding tiller tube in position. 4. Open engine cowl and trace kill switch wires to side of engine (remove ground 8mm bolt and remove kill switch wire and replace bolt for safe keeping, unplug the second wire from harness) 5. Feed wires out through rubber grommets while at the same time remove tiller tuge and handle assy. 6. Once removed pry of rubber handle grip using 2 screwdrivers, this will take a little effort but it does eventually come off. 7. Once handle is removed slide old tillery tube out and install new one. I can only go in one way as it is knotched. 8. apply a little windex or dish detergent on rubber handle and slide back onto metal housing. 9. Reinstall handle and tiller tube assy in reverse order of the disassembly process.

Problem fixed: hard starting, poor performance
This engine just needed a good basic going through: carb/fuel pump rebuilt, new water pump, new fuel lines, recoil spring and rope, spark plugs, , and an in-line fuel filter installed in the fuel line. Should be ready for another 21 years of service shortly.
