Cause was a broken choke lever link.

Problem fixed: Choke linkage
Backed the front and back screws out then lowered the bottom cover. I used a pair of needle nose pliars to hold linkage in place while I slide the choke into place. Only goes one way.lol replace the cover. Always try and keep the choke button pointed in the down position or it will fall out. Why I ordered two linkages.
